Abstract
House Bill 3994 was signed into law by Governor Abbott on 12 June 2015. The bill was introduced by the Texas house of representatives related to the notice and consent to an abortion for minor and associated requirements. The law passed insinuated that physicians are obliged to assume that a pregnant woman is a minor unless they produce valid government identity cards as proof of being adults (Coleman-Minahan et al., 2017). To this reference, the law makes it hard for minors seeking judicial bypass to waive parental consent and, therefore, stipulate the particular children seeking judicial bypass to appear in person at court instead of using other methods like the teleconference videoconference (Merold, 2017). As far as Vero Higareda, a Latina immigrant, House Bill 3994 would restrict access to abortion services to young people and be difficult for immigrants. The op-ed fears that the abortion ID requirement would be a burden to those who do not have them, considering that some are denied the identities or take longer to be processed. Under such circumstances, safe abortion would be practically impossible for these groups of women. The law passed would make some women carry unwanted pregnancies or opt for unsafe abortion. Through the arguments made by the author, it is clear that she is against the law. The judicial bypass should be looked into in that the venue needs to be restricted. Currently, minors may seek a judicial bypass in a court in Texas, but I think there is a need to limit it to the child's county of residence. However, if the county is too small for anonymity to be threatened, a neighboring country could be considered.
