His credibility as an economist/socialist remains defined through his early works on unemployment (1903-09) and his in-depth historical study on wages and prices in 1939 (Dimand, 2019). It is the Fabians who appointed him the director of London School of Economics a position that he held for 18 years giving him an exposure on all economics related dynamics (Dimand, 2019). He worked as a social worker at Toynbee Hall from 1903-05 and met Beatrice Webb who introduced him to Winston Churchill. His interest in social services grew with his appointment as the Board of Trade advisor where he used his position to help organize the implementation of national system of labor exchanges.
