Abstract
Initial post Richard Nixon extended food stamps, housing programs, and earned income credit during his administration. As a result many of these social programs did not have the necessary funding to succeed. As a result of wartime spending, the majority of funds and resources were depleted by the time of peace. While in office, Bill Clinton pushed for social spending to increase economic prospects, along with National Health Insurance for millions of Americans. Bill Clinton failed to achieve both of his objectives. A Republican majority controlled one or both houses of Congress during his term in office There were many impediments put in the way of changes because the Republic controlled Congress. Clinton's Health Care Reform failed as a result of this. The individual mandate was removed. No-insurance fines were eliminated in 2017 as part of a tax reform bill sponsored by Republicans. Because there was no penalty for skipping coverage, the entire Affordable Care Act can now be challenged in court, as seen by Texas v. Azar. Some states were permitted to mandate work for Medicaid recipients. Under Trump, people who receive Medicaid must show proof of employment or enrollment in school, if the federal government approved their state's request. Despite all the attention paid to HealthCare.gov and the state exchanges, the overwhelming majority of the people who received health care coverage under the ACA, 12.7 million people, did so because they were able to sign up for Medicaid for the first time.
