International institutions have their way of combating international crime and fostering human rights, and they influence the perceptions of many states and their defense departments. The national courts have jurisdiction over protecting their citizens and combating international crimes. The international courts intervene when the states cannot effectively combat wars and conflict. The state and international institutions work together to bolster justice and provide reasonable care. Today, the armed conflict has impacted the lives of many civilians due to the violation of humanitarian and human rights laws. The war between Russia and Ukraine is an armed conflict that explains the relationship between the state, the rule of law, armed conflict, and international crimes. The war between Ukraine and Russia escalated from the territorial boundaries of the Donetsk and Luhansk regions currently under the Ukraine government, sending shock across the globe. International institutions permit nations to retreat in cases where the nation's security is compromised and under siege. However, the war in Ukraine is a violation of humanitarian laws. The war has taken away many civilians' lives, and most Ukraine citizens are internally displaced. International institutions stipulate that military objects must not be directed at civilians or properties causing occupation hazards. Ukraine and Russia are part of international and regional human rights treaties, which include; the Convention against Torture and Other Cruel, Inhuman, or Degrading Treatment or Punishment (CAT) and European Convention on Human Rights (ECHR) (Van Hout, 2022). These laws complement the state laws of each nation to enhance fairness, human dignity, and fundamental rights. Russia’s invasion of Ukraine goes against the United Nations Charter and violation of international law. The law refrains all members in their international relations from using force against the international integrity band political independence of any state (Green et al., 2022). The civilians of Eastern Ukraine are facing the adversity of the armed conflict. The governments, diplomats, politicians, journalists, and activists draw their assertions on International human law, which shares the value of preserving human dignity and humanity. The hostilities and atrocities of the Russian Ukraine law are governed by The Geneva conventions (I - IV) of 1949, which define the rule of law during armed conflict. The civilians of a state ought not to be the deliberate targets of cruel and cold wars.
