Abstract

Treatment Agencies in New Jersey Outpatient is the chosen Level of Care Index under discussion in this essay. One can define outpatient care as any healthcare procedure, consultation, treatment, or other healthcare service offered or administered without an overnight stay in a hospital. In simple terms, LOCI does not require hospitalization, but rather the patients' health problems are diagnosed or treated without requiring admission for overnight care. According to (), outpatient services implies to mental health services that are provided in a community setting to clients who possess psychiatric diagnosis. These types of clients may be seriously or persistently mentally sick but excluding substance abuse and developmental disability unless they are accompanied by treatable symptoms of mental illness. Outpatient services are classified as level one cares with addiction treatment serving as the most preferred example of care administered through outpatient services. Periodic therapy, counseling, and supportive services also prove significant examples of outpatient services offered by healthcare providers. The law also demands outpatient programs to offer a variety of services that fully address the individual needs of clients like assessment and evaluation, referral, linkage and follow-up services, individual/group and family therapy, psychiatric evaluation, medication monitoring, medication services, and psycho-educational services. Other outpatient services include wellness and prevention, such as counseling which allows patient to feel the caregiver concerns and interventions without spending nights in the hospitals. Diagnosis such as lab tests, MRI scans, treatments like minor surgeries and chemotherapies are also classified as outpatient services as they do not require any hospitalization. Last but not least, rehabilitation such as alcohol and drug rehab and physical therapy enhances the mental wellbeing of the patients as enhances withdrawals from addictions without requiring major hospitalization of the patients. Paying close attention to outpatient services for mental health and substance use in New Jersey, one can argue that rehabilitation serves as the primary outpatient service that aims to restore the patients' mental wellbeing and does not require any hospitalization. Agency licensure serves as a body that ensures treatment services are offered by the set rules and regulations as stipulated by the DHS and DHMAS (New Jersey Office of Administrative Law, 2018). The Department of Human Services, Office of Licensing provides licenses for all mental health and substance abuse agencies. It is an office that regulates programs serving persons with mental problems, substance use disorder, developmental disabilities, and traumatic brain injuries. It is imperative to note that mentally related healthcare proves fragile, thus the need to monitor the operations of the caregivers to ensure safety for the patients and credibility of the caregivers. To this effect, the agency licensure remains responsible for protecting the people of New Jersey who receive mental health, substance use, and any other healthcare-related issue through defined support services. The main reason or purpose of agency licensure is to ensure that the licensed healthcare providers adhere to the set laws (state laws) and departmental rules in the care and services they provide to their patients. Regarding outpatients, agency licensure ensures that though patients are not hospitalized, they get access to the most preferred services. In case of any violations of the set rules, the patient has the right to sue the caregiver. The agency licensure may conduct unannounced inspections and follow-ups of the licensed treatment facilities and services to ascertain their appropriateness and legibility. Investigates licensed and unlicensed service providers and follow up reports of inadequate care or any violation of rules. Work to protect the interests of all patients against unlicensed service providers and provide technical and consultation assistance to licensed providers and individuals and entities seeking information to become licensed treatment providers. Finally, they maintain files and records of all alcohol and drug/mental health facilities and personal support service agencies across New Jersey. DHS and DMHAS have defined rules that gauge the credibility of an agency before it becomes licensed to operate as a treatment agency provider. However, it is imperative to note that licensure by DHS, OOL and DMHAs is mandatory before commencing a new or expanding existing health services for all treatment agencies, whether individual or entities (New Jersey Department of Health and Senior Services, 2016).). Licensing for substance abuse treatment program/services in New Jersey, the agency must meet the applicable operational and physical plant requirements as stipulated by DHS. However, any licensing requires an original and copy of a complete licensure application, including all documents listed in the required application documents, which are then submitted to the DHS. Licensing and inspection fees are payable in a certified check or money order to the Treasurer, State of New Jersey. Office of Licensing Technical Assistance Unit also processes licensing applications for agencies not authorized to offer substance use services, and processes amended licensure applications when the agency requests a new modality. The DHS issues the license upon compliance with the set regulatory requirements for the agencies' mental health and substance abuse categories. However, suppose a facility offers medical care in addition to any substance abuse-related service. In that case, a separate primary license is required and must be obtained from the New Jersey Department of Health (New Jersey Office of Administrative Law. (2018). Agencies chose to operate either or both mental health and substance abuse to advance the behavioral health of the entire nation and improve the wellbeing of persons living with mental and substance use disorders. One can argue that licensing is a formal recognition by the regulation agency that an individual/entity can practice a specific skill in a given area. For example, a licensed person can operate as a mental health or substance abuse service provider upon compliance with all set rules and regulations. On the other hand, accreditations are recognitions from third-party non-governmental agencies that an individual has met the pre-determined standards. To this effect, the main difference between licensure and accreditation is that governmental authority provides licensure and includes considerations of certain academic elements. In contrast, accreditation defines how facilities show their level of quality and commitment to being perfect in the services they offer. An example of accreditation may come in official recognition for a specific rehabilitation program by the Commission on Accreditation of Rehabilitation Facilities (CARF) or the Joint Commission.
