Abstract

Enhancing the metrics of cybercrime in the United States Although there are a number of tools available to track crime in the US, there are still some challenges that hinder proper capture of cybercrimes in the US. The National Incident-Based Reporting System (NIBRS), the National Crime Victimization Survey (NCVS), and the Uniform Crime Reporting (UCR) Program are the primary instruments.

Improving Cybercrime Metrics in the U.S.: Overcoming Reporting Challenges

One of the first crime reporting tool is the FBI's Unified Crime Reporting (UCR). It gathers information on crimes that have been reported, with a primary focus on Part I offenses like robbery and murder, as well as Part II offenses like fraud. However, because cybercrimes frequently do not fall cleanly into established crime categories, the UCR's framework presents difficulties for apprehending them. Furthermore, the UCR is only able to account for occurrences that are reported, meaning that a sizable portion of cybercrimes remain undetected. NIBRS collects and give details on every incident, including information about the victims and perpetrators, and is designed to give more accurate crime data. NIBRS is not as thorough as it could be because it has not been widely used, even if it does record some cyber-related offenses. Furthermore, many newly emerging forms of cybercrime are not sufficiently captured by current NIBRS categories because of the dynamic nature of this breach.

Perpetrators are surveyed by the NCVS to find out about the crimes they have committed, including those they haven't been reported to the authorities. Because of this, it can be used to comprehend cybercrime that go unreported. However, the data can be wrong and frequently lacks particular specifics concerning cybercrime as it is based on peoples memories. These tools should be improved to better measure cybercrime by adding more specific questions on cybercrime to the NCVS, promoting better reporting, and broadening the categories used...
